Former Cinnaminson Sewerage Authority Superintendent Dies
Paul Phillips, a Cinnaminson resident, was 54.
Paul Phillips, the former superintendent of the Cinnaminson Sewerage Authority, died Feb. 15, according to an obituary on Phillyburbs.com.
His death came one year to the day he and six other sewerage authority employees were arrested on corruption and theft charges in a widespread scandal at the agency.
In all, 10 people—including Assistant Superintendent William Yannarella—were charged in the scandal. Phillips faced 17 counts, including charges of theft, tampering with records, official misconduct, conspiracy to commit official misconduct and more.
Authorities alleged that through various schemes, Phillips and the other sewerage authority employees, contractors and family members charged stole at least $100,000 in public resources.
The charges against Phillips were pending with the Burlington County Prosecutor's Office at the time of his death. Joel Bewley, spokesman for the prosecutor, said Wednesday his office will move to dismiss the charges against Phillips once it receives official confirmation of his death.
The charges against the remaining defendants are pending presentation to a grand jury, Bewley said.
Phillips' cause of death was not disclosed.
He is the second person connected with the scandal to die in recent months.
Joseph Leman, 27, died Oct. 13, 2012, in a motorcycle crash in Cherry Hill. Lehman, a subcontractor with the authority, was arrested and charged with theft and conspiracy to commit theft. His charges were among the less serious compared to the alleged co-conspirators. Lehman's brothers Jeffrey and Shawn, and their father Joseph Jr., were also arrested and charged in the scandal.
Phillips is survived by wife, Debra (Hullings); his mother, Sarah (Hector) Coloazo; his children, Matthew Phillips (Michelle), Katie Phillips and Nick Weber, Stephen Phillips and Amanda Colon (Carmel); his special nephew, Tim Elison; his grandchildren, Carmel IV and Alyson; his siblings, Jerry Phillips and Sally Ashe; and several other nieces, nephews and friends, according to his obituary.
Services for Phillips will be held 7-9 p.m. Thursday and 9:30-10:30 a.m. Friday at Weber Funeral Home, 112 Broad St. (River Road), Riverton, NJ. A Mass of Christian Burial will be held 11 a.m. Friday at Sacred Heart Church, 4th Street and Linden Avenue, Riverton. Burial will be private.
In lieu of flowers, donations are requested to the American Cancer Society, 1851 Old Cuthbert Road, Cherry Hill, NJ 08034.

Keven, even slower is changing the way things are done in Cinnaminson. There are too many things kept secret in all those independent governmental authorities - in addition to what happened at the CSA. For example, the fire district, another independent authority, confirms but won’t detail how large is its multi-million dollar surplus. It pays it top four personnel collect $300k but it will disclose how many firefighters are on its million dollar payroll. The best I can tell is there are 12 firefighters collecting 80k each. The amount paid firefighter is almost equal to what is paid to police at our much busier police department. All of these township authorities should be put under direct township control. Independent authorities should not be allowed to tax on but rather have the township directly control their collection of funding and disbursements. Lack of township control is how this disaster at the CSA occurred and in its aftermath little is being changed anywhere.

Pat, kind of ironic, at the time of his funeral, Richard M. Nixon's family said the exact same thing. And in my opinion Nixon was a great president who did not deserve the notoriety - but there was no escaping it for either Nixon or Phillips.

Paul was a nice guy and a good family man a hard worker and would still be here today if the CSA board members did their job and controlled the budget the way they are suppose to. Let me tell you one example of his kindness that you people are unaware of.After his daughter's wedding i remember him personally telling me if anyone had too much to drink and can't get home you call me and i will come and get them no matter what time of night it is.He was type of guy to make you feel welcome and make sure you were having fun.He was a loyal family man and his little granddaughter meant the world to him.It wasn't nothing he wouldnt do for family or friends.So please lets so some respect for his wife and kids.

I don't think living with the shame and stress that you bring upon yourself and your friends and family was a great time in the mans life. It may have even lead to his death. We will never know since he never got his day in court. 54 is pretty young. If he had stolen things from tax payers.. would you be happy with his death? Does it make things "right"?..

Very sad. My prayers go out to his family. Although he made some poor decisions, he was the ONLY township employee that showed up during the excessive flooding we've been experiencing in East Riverton. He bailed out basements and lent pumps to the neighbors. I met a kind,caring man and that's how I'll remember him. Rest in peace Paul.

as usual, the patch sensationalizes the story by adding remarks that are not approriate or pertinent to the story - this man died a young death at 54 and left a family to grieve him..shame on the patch and whoever approved the addition of a mistake he made to his obituary..you can only hope that with your obituary every wrong doing you every did and what "made you who you are" is not flung out there for your family members to deal with..i am disgusted by this..and by all the small-minded comments by the citizens who have never done anything wrong in their lives!, as if anyone can lay claim to being perfect - you are pitiful..

Excuse me but Patch is not the only news site publishing reports about this man’s death. You can read about his deeds and death also at the Burlington County Newswire website. It is a shame he is dead but it is also a shame he took part in stealing from taxpayers. There is no shame in the news organization like Patch for doing its job which is reporting the news.
His dying does not excuse his part of the theft.

@ Bull-Ric. I use my real name when I post anything. Paul always went above and beyond to service the residents of this town while at the CSA. Whether, it was working with Public Works in snow and emergency events or with the Township and School District in other avenues. He and his men provided a great service to this town. I left office in 2005 what transpired after that with any other issues I don't know. I will say this though at any time in any of our lives we can make poor decisions. If that is the case in this situation, I don't know but RIP Paul.

Paul was put to rest today...my heart goes out to his mother who buried 3 sons in 4 months. His beautiful wife and children who will miss him deeply. His grandchildren will not have Pop Pop around, only the stories the family will share with them. He was a wonderful man and who cared about others and will be GREATLY missed. I hope he is finally at peace :(

Shame on all of you. Everyone is yalking about respecting the family, but you are all bickering about his wrong doings, whether for or against. I don't know the family, but I do know the story. At this point, it doesn't matter what he did, he has passed on and his family and friends are grieving so I think that's the main focus here. I read most of the comments and decided not to reply to any one person in particular. I think we can all agree to disagree. that he was a hard working family man who made some wrong decisions along the way. No one is perfect, so please patch community, let this man rest in peace and pray for his family, because they need more sympathy and prayers than any of us. At my job the supervisors would have caught the illegal actions right away or they would not have happened at all because of proper accounting and supervision. Yea this guy was wrong but everyone up the ladder should be fired. They gave supervisors awards in this case? Years and years of theft until it became so obvious that they actually had to do their jobs. If you are a supervisor and find out your workers have been stealing things for years and working places and charging things to the company, don't you think the owner of the company would fire your butt? Thought so.

if the man stole for 25 years he wouldnt have work there for his entire life and he kept your sewer tax and faught with the board for years on end . slept at the plant for weeks on end to correct mistakes sacraficed family time to run the town and contribute clean water to the deleware ... river and was contributed 95% clean water back into the enviorment work with the dep and epa in the deleware clean water act.. built a filtration system from broken parts from cherry hills plant to save tax dollors ..... spent nights plowing the town to help public works and the school ... made donations and raffles to the school for fund raisers and cinnaminson day

Matthew, my husband and I were PROUD to call your father, "friend". He was a kind, thoughtful and and selfless man. We met him through our misfortune. We have lived in Cinnaminson for 39 years and have been through more floods than I can count, much, much worse the last several years. He is the "ONLY" township official that has ever offered concern, maintenance or help or any kind, extended to us and our long sufferring neighbors. He would go so far as to use his own free time to do what he could to maintain our properties by pumping water back into the delaware from our yards and basements. He tried to put a bandaid on a gate that leads to the pompeston creek that is NEVER maintained or periodically checked by our public works dept. I'm sure he would have preferred doing things with his family or for himself on his down time. Through his interventions we became friends, esp your dad and my husband. You should be extremely proud to have called him "dad". He was a good man and will be remembered as such.
