Meet the Township Committee Candidates: Don Brauckmann

Mayor Don Brauckmann and newcomer John McCarthy are running uncontested for two open seats on township committee.

 

Incumbent Mayor Don Brauckmann and newcomer John McCarthy are running under the Republican ticket for the two open seats on Cinnaminson Township Committee this year.

Committeeman John Rooney is not seeking another term.

No other candidates have filed.

Even though the race is uncontested, we asked Brauckmann and McCarthy to fill out a biography with questions asked by Cinnaminson Patch

Family: Married 19 years to lifelong Cinnaminson resident Michelle Burk. Two children who attend Cinnaminson High School: son Dalton (17) and daughter Alyssa (15)

Volunteer Experience: Head Coach, Cinnaminson Girls Under 12 Travel Softball Team; Assistant Coach, Cinnaminson Girls Under 13 Indoor Soccer Team; Board Member and Travel Director, Girls Softball; Board Member and Assistant Coach, Cinnaminson Athletic Association Pop Warner Football; Coach, Cinnaminson Baseball; Assistant Coach, Cinnaminson Indoor Soccer; Member, Parks & Recreation Advisory Board; Member of American Legion, Fraternal Order of Police, Knights of Columbus, Cinnaminson AOH Mike Doyle Div. 4; Parishioner, Sacred Heart Church; Helped lead successful volunteer efforts to clean up our parks, organize township’s annual Memorial Day festivities saluting our nation’s veterans, coordinate summer park concerts and annual Christmas tree lighting ceremonies, and coordinate with Boy Scouts and Girls Scouts to implement community service projects.

Have you ever held a public elected office? If yes, please name the governing body and years of service. Member, Cinnaminson Board of Education (2006-2009); Member, Cinnaminson Township Committee (2010-present)

Why are you running for Cinnaminson Township Committee? I love Cinnaminson. We are regarded as one of South Jersey’s top family communities, and I want to fight to make it even better. Public service is a noble calling and I will never lose sight of the importance of integrity, trust and utilizing my God-given talents to helping people. As a fiscal conservative, I’m also committed to keeping taxes as low as possible for residents.

Why do you feel you are qualified to serve as a member of the Cinnaminson Township Committee? My extensive public service background, matched with my passion for helping others, makes me uniquely qualified to serve as a member of our township committee. My extensive volunteer participation in our township’s sports, recreation and civic groups helps give me a "finger on the pulse" of what our community wants and needs.

As director of parks and recreation, I’ve helped Cinnaminson land several grants for park improvements, and I’m eager to continue winning grant monies to spur additional enhancements. I’ll always do what is in the best interest of the township as a whole, not special interests.

What are the three biggest issues facing Cinnaminson right now? How do you feel these issues should be addressed by Township Committee? (1) While I support the state’s lid on property tax increases, it’s an enormous challenge to continue providing municipal services that our residents are accustomed to receiving within the state-mandated 2-percent spending cap. We have reduced staffing levels to an absolute minimum. We also implemented zero-based budgeting to justify each and every expenditure. Cinnaminson is one of the "leanest" towns in the area. We constantly strive to do more with less. To become even more efficient, we ordered and conducted a feasibility study to redirect staff to the most appropriate places. These adjustments are a necessary step to maximize our resources. We will continue to leave no stone unturned when it comes to spending restraint.

(2) Due to the decline of the housing market and its drastic effect on home values, Cinnaminson witnessed massive numbers of costly tax assessment appeals. The result was a $300,000 revenue loss which had to be borne solely by the municipal budget. To remedy this in the fairest possible way, we authorized a re-evaluation to obtain fair market values on our real estate values to occur in 2013 and be effective in 2014. To ensure future fairness and avoidance of costly litigation, I have asked that we factor in a plan to adjust market values annually so that assessed values stay current with true market values.

(3) During this national recession, it has been a real struggle to attract new industrial and commercial ratables to relieve the tax burden on the homeowner.  Fortunately, our aggressive efforts in marketing Cinnaminson to the business community have paid off as we have seen several major redevelopment projects implemented. This is an ongoing endeavor that must receive maximum attention from township officials, or we will lose out to other towns. Having previously served as director of economic development, I am committed to the revitalization of Route 130. Furthermore, the redevelopment of industrial sites is vital, such as our successful efforts to retain Sea Box and have it build its new world headquarters here in Cinnaminson.

Economic development is a big issue in Cinnaminson. How do you think the Rt. 130 corridor can be improved? An essential component of making Cinnaminson more desirable to businesses, investors, and developers is to revisit how the township manages the process for prospective business interest. My goal is to make Cinnaminson the most business-friendly community in our region. With this in mind, I have proposed consolidating many of our municipal functions into an office of community development which will streamline the process and create a more integrated, professional experience for potential applicants. 

If implemented, this proposal would not involve any new spending, but would reorganize existing operations and staff to improve the experience for the customer. Also, our township’s recently re-energized economic development committee will continue to be a catalyst for attracting new businesses.

What do you feel is Cinnaminson's biggest asset at this time? How would you exploit that asset to the township's benefit? Our residents are our greatest asset. By listening to residents and acting on their ideas I have helped make our township become even better. I will continue to make myself accessible to all our residents so that issues and concerns can get promptly addressed.

How do you plan to balance spending and revenue in tough economic times? The first step is to build a team of superbly competent professionals to operate our township in the cost-efficient manner possible. To this end, I have devoted much time to recruiting and hiring a top notch CFO, administrator and public safety director. We are now blessed to have the best. 

Our staff members are always striving to find new ways to achieve cost-savings and stretch every tax dollar. It also helps to have a diverse and experienced group of township committee members who share my commitment to fiscal conservatism. We truly spend every dollar as if it were our own. As a result, Cinnaminson’s per capita spending rate and debt ratio are among the lowest in the region.

Your Call—A final response to the people of Cinnaminson: My entire adult life has been about community service and helping others. From JROTC in high school, to active duty in the United States Marine Corps during Desert Shield and Desert Storm, to working for a U.S. Congressman on military and veterans issues, to becoming a police officer and implementing innovative community policing initiatives, to volunteering in youth sports and community groups, to serving on our board of education, to serving on township committee and becoming Cinnaminson’s 152nd mayor, I truly believe the greatest thing we can do in life is help others. 

The most common question I get from friends and residents is "Why do you do all this?" The answer is always the same. My life has been about public service, not self-service. If given the honor of continuing to serve, I will work as hard as possible to preserve Cinnaminson as a great family community which we are very proud to call home.

Mayor, exactly how can you justify spending $200,000 to our tax appraiser just to make up a $300,000 shortfall?
How do you justify property taxes in Cinnaminson have nearly tripled since 2003? That is far higher than the rate of inflation. The Philadelphia inquirer reported that in the last five years home values have dropped more in Cinnaminson than any other Burlington County community after Willingboro. People are avoiding homes in Cinnaminson because of our high property taxes. So exactly what expenses will you cut to help make Cinnaminson more affordable?
What is going on with the Devon Road Bridge? Has construction stopped so Cinnaminson can justify exceeding republican Governor Chris Christie’s 2% tax cap?
By the way, I am going to ignore attacks made by the many Cinnaminson employees who post here. Their interest to get as much tax money as they can from the good residents of Cinnaminson. Just remember the scandals at the CSA and cargate.

@Ric, U forgot to say anything about the vacant houses that are falling apart, they are owned by the banks and all U see are pieces of paper on the door....U are so right about the value of our houses, for tax purposes they over state the value to keep getting more taxes....oh well thats the price we pay for politics as usual in this state.....and then we have people who make comments about poor grammer...oh well thats the way it goes here....enjoy the day...

You also might want to look into the huge wages payed the public work employee's it will blow your mind.Cops doubleing there wages with overtime.It's all on the cinnaminson web page all you have to do is dig a little bit.

It's certainly easy to come up with "insightful" responses when you're asked to answer the questions from home and submit them via email to the Patch. Howevern, the responses given were not "insightful" or "thoughtful" they were obvious. The Route 130 corridor through Cinnaminson continues to crumble. I'm thrilled that the Triboro lot is going be deveolped in theory, but how long will that take? We still can't manage to open up a 7-11, knock down the abandoned gas station near Bottom Dollar or Barones Garage, or fill the enormous number of empty store fronts in ALL shopping centers in Cinnaminson. These are issues that I know have been discussed and reported on, yet nothing is ever resolved. There are great things about this town and that's why these ongoing problems baffle me so much. Clearly the issues surrounding commericial development have an impact on our private properties and in turn property values and tax concerns. At a time when surrounding towns continue to develop, I'm afraid Cinnaminson is sitting stagnant.

If you are going to leave a negative response, please learn to spell and punctuate properly. Not only does it show your lack of precision, but it takes away from the point you are trying to make. Stephen, it is, "doubling" not "doubleing" and 'their" not "there". Ric, it is Republican Governor, Chris Christie. These oversights make our education system look bad, try complaining about that.

Completely disagree. Every time I see someone correcting grammar or punctuation of a person they disagree with, I immediately think they are completely pretentious and their comment or argument must be lacking substance. For me, correcting someone's grammar has a more negative affect on their actual point being made than misspellings or missing punctuation marks.

For the past 25 years, Cinnaminson has made a huge turn around. Growing up, many of the buildings and shopping centers went out of business and remained empty along the Rt 130 strip and many small motels flourished with undesirable people. Not what we wanted to see. More recently than not, the township has cleaned up many areas, rebuilt, added facilities for our kids and brought in new businesses. Growing up, all the kids and parents always made it known that they lived in "Cinnaminson." The residents always bragged about being a "premier" community and most residents realize that taxes are going to be higher because of the reputation, demographics, services and school district. Most residents like myself, have moved back here with my family knowing what to expect..." A Premier Community." It seems to me, that Mayor Brauckmann has been involved with the community and has given back to the community more than most of his prestigious predecessors. Give the man a break and realize that under the current economic conditions and cut-backs, he seems to be doing a great job. Criticizing others is easy when you are looking from outside the window. If I am wrong, correct me, but the mayor changes every year in our town, I don't remember the past mayors being as involved as Mayor Brauckmann. One thing for sure is they were not relatable to the young families and their struggles. Mayor Brauckmann seems to be as genuine in his writing as he is in person. Keep up the good work!!

It is a shame that no other individual would run against this person (but then again who would want to work with the other members of this township Committee). I hear all these "great" things the Mayor has done? Did anyone attend the 911 ceremony at Wood Park? What a speech made by Don it was...ME, ME, ME, sickening I have heard this from several others. The sledding Hill WASTE, the toilet/shed at Wood Park, the disservice he did to the Police Dept. the past year. And of course how can we all forget Cargate. I don't really see the need to continue on with these accomplishments, as he is just doing what he is told. Lately, he has grown a little spine, so in that sense a job well done.

@SmaertAlec. I hope someday Cinnaminson puts together a slate of candidates who run as REAL FISCAL CONSERVATIVES. We now have tax and spend republicans. Just wait until after the election when our township leaders will push for approval so they can exceed republican Governor Chris Christie's 2% spending cap. The Devon Road Bridge will be among the reasons they cite. Funny, I thought our republicans were supposed to be onboard with Christie's tax slashing.

Oh well, I expect we will to soon hear attacks from those employed by the township.

John, I hope things change. Laura J. Fitzwater who is running from the school board failed to disclose she is a member of AFT Local 2026* How the heck can a union member fairly represent township taxpayers when negotiating contracts with the unions representing Cinnaminson school employees?
*represents approximately 1,800 faculty and staff members and is organized into three bargaining units: Classified Employees, Full-time Faculty and Part-time Faculty/Visiting Lecturers. Affiliated with the American Federation of Teachers, an AFL-CIO union, with AFT-Pennsylvania, and with the Pennsylvania AFL-CIO

Vote Column 2 tomorrow. The candidate above looks pretty impressive as does the GOP ticket top to bottom. If you are happy with the direction your town is moving and from what I have seen most are, stay the course. If you’re not, you should have “manned up” and ran for office!

On the national level, are you better off than you were four years ago? Most would say NO! It’s time for a real change and a real recovery. Vote for Romney tomorrow.

What I said was if you’re not you should have manned up and ran for office instead of sitting on your soapbox pecking away at your computer. Look Ric, I have seen your comments on multiple Patch sites and you are quite the agitator with quite a bit to say so maybe it’s time you step up. Or maybe the reason you haven’t yet is because you haven’t done anything to try to affect positive change albeit bitch and moan on every thread possible. I wonder how your bio would compare to the one above?

My comment about four years ago was on the national level. PS, shouldn’t you’re anger be directed at your school budget which controls just about 70% of your local purpose tax as opposed to the 16% your township is actually responsible for?

Putting the tax payers first, really, do not think so, all I read about is that the county has decreased taxes and it seems that ours always goes up....Just a thought, how can the assessed value of a home be at 277,000 and taxed on that amount when the market value of the house is only 235,000 from an appraiser...that means we are over paying our taxes based on the assessed value....this must be the new math, and I guess everyone needs glasses, how can a item like a charger be overlooked and not caught before its purchased....again, does not look good have a good day and vote tomorrow ok...

There is no money to be made in local politics, except perhaps those that line their pockets illegally. Although that is a possibility in Cinnaminson, more likely our leaders are in it for other reasons. Mr. Brauckmann is in it for a future in higher political office, one that comes with a big comfortable paycheck, benefits, and another pension. He is a self serving, "do as I say, not as I do" politician. The last time I saw his personal vehicle, it still did not even have a front license plate. You or I would not be able to do that. Every part of his Bio could be picked apart. For example, "we spend every dollar as if it were our own"? Wow, that's not something I'd be proud of Mr. Brauckman. Have you checked your portfolio lately? You've spent money you haven't even borrowed yet. While he works comfortably in Moorestown, with a full complement of Police Officers, say 38?, he has helped decimate Cinnaminson PD down to 23 Officers. Another is retiring next month, and they have no plans of replacing him. Overtime this year is already double that of years back, with no end in sight. "I have devoted much time in recruiting and hiring a top notch CFO, administrator, and Public Safety Director"?? I, I, I, we hear a lot of that from Mr. Brauckmann. "Recruited"?? I thought those were open positions for all to apply? The truth comes out eventually folks. I'm voting for "Anyone But" as a write in. Join me!

@DJB. But didn't our tax appraiser get a fat $200,000 contract to reappraise the homes in Cinnaminson? I really do not think our tax appraiser is doing that work on a break even basis. It is all about who you know.
Being on the town council gives one the ability to steer contracts. And please, this is New Jersey; we all know what that means.
I do not think cutting police is the answer. But certainly there are other areas where Cinnaminson could trim the fat. Let me ask you this, why is it only the police that suffer cutbacks? Cannot the other departments, or even the school or fire districts make a cutback or two?

I have to chuckle at your #3, yes our Nation is in a HUGE recession right now. However by having the National Sales Representative for Seabox as your running mate I can clearly see the pieces of the puzzle fitting nicely together. I remember hearing Seabox was one of several reassessments (Riverton Country Club, The Merion) which help put Cinnaminson in this terrible tax predicament. Recruiting the CFO & SPD I guess this went hand in hand.
@ Vote for Romney he's got my vote! In Cinnaminson I think I will write in Buggs Bunny, I feel that's a better choice here for us in Looney Town!

I think Mr Brauckman's reputation speaks for itself. You either like him or you hate him. Someone on here mentioned instead of squandering money away on campaign signs they could have donated the money but couldn't think where? Are you serious with the holidays approaching and so many needy families in our community.
