Lower assessment higher taxes?

I just received my new assessment that the township did and it came in $51,000 less then last years. I also recieved the new tax amoutn for my property and although my property value dropped my taxes went up? It seems the taxe rates were raised higher then the allowable amount in NJ, can anyone answer why they went up and are they allowed to raise them by that much.
