The victim briefly chased the subject, then called 911. Police said the victim provided enough information about the subject and police located the accused. They found 41-year-old Kenneth Dempsey, previously of Trenton, on River Road, still in possession of the bicycle.

While arresting Dempsey, police found several hypodermic needles, a small bag of suspected narcotics, several glass pipes used for smoking narcotics, a pair of bolt cutters and a piece of a hand saw.

Dempsey was charged with theft, possession of narcotics, possession of hypodermic needles, possession of drug paraphernalia and possession of burglar tools. He was unable to post bail for his release and was lodged in Burlington County Jail.

A Palmyra officer conducted a pedestrian stop of a subject that had been standing on the corner for an extended period of time. The officer asked the subject for his identification, but he could not produce any, police said.

The subject then gave a name that did not match the name on the prescription pill bottles he had been carrying. The subject reluctantly admitted the original name given was false. He later lied again to police about his middle name while they were trying to verify his information.

The subject finally identified himself as 50-year-old Donald P. Ross. He was placed under arrest for giving false information to police.

A search of Ross revealed a glass pipe commonly used for smoking narcotics, police said. He also had an outstanding warrant for his arrest out of Burlington City. Ross was served with a summons for false information to police and for the possession of drug paraphernalia.

He was unable to post bail needed to satisfy the warrant and was turned over to Burlington City Police. Ross was later lodged in Burlington County Jail for the outstanding warrant.
