Santos was released from Burlington County Jail on Aug. 4, 2011 for the June 28 burglary and robbery of a Palmyra resident.

Jan. 15, 9:21 p.m.

A Palmyra officer noticed a vehicle on the 600 block of West Sixth Street parked several inches from the curb line for over 15 minutes. The officer had also seen a subject standing outside of the vehicle speaking with the driver. An investigative stop was conducted by the officer.

The driver, Richard Dixon III, was the sole occupant of the vehicle. As the officer had been speaking with the driver, he observed fresh ashes all over the console. He also saw fresh green stick-like vegetation, believed to be the remnants of marijuana.

A further investigation was conducted and a Police K9 from Evesham Township was requested to assist and arrived on location a short time later. Police attempted to obtain consent to search the interior of the vehicle from Richard Dixon III.

He refused consent so Palmyra officers applied for a telephonic search warrrant to secure any narcotic evidence from inside the vehicle. The warrant was approved by a Burlington County Superior Court judge.

Officers advised Dixon of the approved search warrant to which he became uncooperative and refused to exit his vehicle, police said. Officers placed Dixon under arrest for obstructing their investigation.

In order to conduct the search of the vehicle, officers had it towed to a safe location due to the dimly lit street and forming crowd. A search of the vehicle revealed a large sandwich bag of suspected marijuana in the passenger compartment of the vehicle.

Dixon was charged with possession of a controlled dangerous substance (under 50 grams), obstruction of justice, and possession of a controlled dangerous substance in a school zone. He was also held in contempt of court for violating an existing drug offender restraining order which barred him from being within a 1000 feet of a school.

Dixon was unable to post the required bail needed for release and was subsequently lodged in Burlington County Jail.
