Two Area Contractors Accused of Accepting Pay for No Work

The two men allegedly charged for the work but did not perform the duties they were paid to do.

Two area contractors were indicted June 30 by a grand jury after the contractors allegedly took payment from clients without performing any work, officials at the Burlington County Prosecutor’s Office said.

Joshua J. Guldin, 31, of Hammonton, does business for All Day Heating & Air, and was hired last year to install a new air conditioning system at a home in Delran, officials said.

Guldin performed no work and was paid $2,200 in cash. He refused to refund money, officials said.

He was indicted on one count of theft by failure to make required disposition of property received (third degree) and one count of failure to register as a home improvement contractor (fourth degree).

Guldin is out of custody on $2,500 bail.

The investigation was conducted by the Delran Police Department and the Burlington County Prosecutor’s Office.

John S. Litzner, 43, of Cherry Hill, was indicted on one count of theft by failure to make required disposition of property received (third degree) and one count of failure to register as a home improvement contractor (fourth degree).

Officials said he was doing business as Imperial Kitchens and Flooring and was paid a deposit of $1,400 by a Medford resident last fall for kitchen cabinets.

Officials said Litzner performed no work and refused to refund money.

He is out of custody on $10,000 bail. The investigation was conducted by the Medford Township Police Department and the Burlington County Prosecutor’s Office.

Arraignments will be scheduled in Superior Court in Burlington County.
