Zurbrugg Site Contractors Indicted for Unsafe Asbestos Removal

Officials said their actions allegedly caused the release of asbestos dust and debris.

Two men and the demolition company they operated have been indicted by a state grand jury on charges that they unlawfully removed asbestos from the former Zurbrugg Memorial Hospital in Riverside, without a license and using workers who were not trained or equipped to do the job safely, Attorney General Jeffrey S. Chiesa announced. The Division of Criminal Justice obtained a state grand jury indictment charging Frank J. Rizzo, 53, of Parlin, Middlesex County; Michael Kouvaras, 59, of Maplewood, Essex County; and the company they ran, Deuteron Capital, LLC, doing business as South Street Fillit Recycling of Riverside, with conspiracy (second degree), unlawfully causing the release of a toxic pollutant (second degree), abandonment of toxic …

Medford Man Accused of Stealing Daughter's Trust Fund

A Medford man, who also serves as the tax assessor for three Camden County towns, was indicted Thursday for illegally transferring nearly $150,000 from his own daughter's trust fund into his own bank account, Burlington County Prosecutor Robert D. Bernardi said. Richard W. Arrowood, 51, has been indicted on one count of misapplication of entrusted property (second degree), and one count of theft by failure to make required disposition of property received (second degree). In May of last year, despite provisions, Arrowood named himself custodian of the trust fund and transferred $149,435.80 into his personal bank account, officials said. Arrowood then used some of that money to pay overdue bills and buy cigars and meals, officials said. The…

Two Area Contractors Accused of Accepting Pay for No Work

The two men allegedly charged for the work but did not perform the duties they were paid to do.

Two area contractors were indicted June 30 by a grand jury after the contractors allegedly took payment from clients without performing any work, officials at the Burlington County Prosecutor’s Office said. Joshua J. Guldin, 31, of Hammonton, does business for All Day Heating & Air, and was hired last year to install a new air conditioning system at a home in Delran, officials said. Guldin performed no work and was paid $2,200 in cash. He refused to refund money, officials said. He was indicted on one count of theft by failure to make required disposition of property received (third degree) and one count of failure to register as a home improvement contractor (fourth degree).
