I do not know Chief John but, on principle, if he was not under civil service when chief or was duly sworn in by committee then a disservice was done to him but discrediting his former title. If civil service was in place at the time then I stand corrected. I cannot find the township ordinance and how it read when he was sworn in as Chief of Police.

The Police Chief I was referring to was Chief Obuchowski. And, I'm still trying to find out if being duly sworn in constitutes a non-acting position. Could you give me the number to Civil Service where you called? The reason I ask is because Chief John retired in 2002 and I looked at the Cinnaiminson ordinance and saw that 85-6 was amended 3/21/2011. Was Cinnaminson always a "civil service" town and if not when did it becom civil service. Some townships are still not Civil Service.
